Real Estate Salesperson (RES) ExaminationFrom 22 Oct 2010 onwards, one of the key salesperson registration criteria for entry into the real estate agent industry will be to pass the mandatory examination set by the Council for Estate Agencies (CEA) or possess equivalent qualification. Prior to taking the examination, applicants will be required to complete the preparatory RES course conducted by a CEA Approved Course Provider (ACP).

Overview
Under the new regulatory regime administered by the Council for Estate Agencies (CEA), one of the registration criteria for property agents (or individual salespersons) is that they must pass the CEA’s Real Estate Salesperson (RES) examination or have equivalent qualification. This is to ensure that agents intending to do estate agency work are well qualified, professionally competent and be able to work effectively in the real estate industry. Equally important is that they must uphold good ethical standards.

Pre-requisites
Please note that the minimum requirements to take the RES examination are:

For New Industry Entrants

Must have 4 GCE “O” Levels; or
WSQ Workplace Literacy and Numeracy Level 5; or
Equivalent; (subjected to CEA’s approval)
AND

Must have successfully completed the new RES course (attained 75% attendance record)
For Existing Industry Practitioners (Licensees or Salespersons registered with CEA)

– Applicable during Transition period from Jan 2011 to Dec 2011

Not required to have 4 GCE "O" Levels or equivalent to take RES exam
Not required to take new RES course in order to take RES exam
Must be a registered salesperson who has completed 3 property transactions in the past 2 years, from time CEA is formed in 22 October 2010
Mode of Examination
RES Examination

RES is the new and only industry entry qualifying exams for Real Estate Salespersons.
The exam consists of 2 papers comprising mostly multiple choice questions (MCQs) and some short answer questions.
Paper 1: MCQs and short answer questions
Paper 2: Part I: MCQs, Part II: MCQs
Passing mark for each exam paper is 60%.
Candidates must pass both papers in a single sitting (same block registration).
Duration of Examination

Paper 1: 2 hrs
Paper 2: 2 hrs
Successful candidates must apply for registration with CEA within 24 months of the date of issuance of the examination certificate after which, results will be invalid for licensing and registration purposes.

Exam Fee
$246.10 (Incl. GST) for 2 Papers

Result and Certificate
The result of the examination will be released only upon completion of the full examination set (i.e. 2 papers for RES). A single result, “PASS” or “FAIL”, will be released, and no breakdown of the examination result will be provided.

A certificate will be issued to successful candidate. No replacement certificates will be re-printed for lost certificates, only a letter of confirmation of qualification attained will be issued upon formal request made. The exam fees paid do not cover the delivery of the certificate to the candidate.

HDB to implement full electronic submission of resale applications and valuation requests

Valuation and resale applications to the HDB will go fully electronic from 3 January next year.

Currently, the majority of these applications are handled by housing agents and more than 85 per cent of all requests are already made online.

HDB said with full electronic submission, customers will benefit from the lower online fees.

The housing board says the move towards 'paper-less' transactions is also more environmentally friendly.

In moving towards full e-submission, HDB has made several enhancements to its ResaleNet system.

It will allow all users to book the First Appointment.

Housing agents who do not subscribe to the ResaleNet system can make use of e-Resale system to submit resale applications and valuation requests.

From 3 Jan, HDB will also allow the buyer and seller, or their agents, to submit their portions of the resale application separately.

This move to allow separate application is also in line with the Estate Agents (Estate Agency Work) Regulations 2010 which disallow the same housing agent to be engaged by both the buyers and sellers in a transaction.

HDB will no longer accept manual hardcopy applications from 3 Jan 2011.

Those without internet access can submit their online applications at the e-Lobby at HDB Hub, or at any HDB Branch Office.
